A very special thank you to all of you who have made phone calls, sent emails, and signed petition to implement Public Law 109-456. We believe if implemented, it will help in reining in negative forces against the Congo and provide a space for Congolese to deal with their internal challenges. I hope that we can convince enough folks in State to not be afraid to implement this law. It is the right thing to do. For now, I will be content with the freeze of some military aid to Rwanda.
The United States government has moved to freeze some military funding to Rwanda using another law, P.L. 112-074 - “Consolidated Appropriations Act 2012.”
In its section 7043 (the Africa section), it gives the authority to the Secretary of State power to withhold assistance to Rwanda and Uganda if she has evidence that these two countries are supporting rebels in DRC. SEC. 7043.
(a) CONFLICT MINERALS.— (1) Funds appropriated by this Act under the heading ‘‘Foreign Military Financing Program’’ may be made available for assistance for Rwanda or Uganda unless the Secretary of State has credible information that the Government of Rwanda or the Government of Uganda is providing political, military or financial support to armed groups in the Democratic Republic of the Congo (DRC) that are involved in the illegal exportation of minerals out of the DRC or have violated human rights.
(2) The restriction in paragraph (1) shall not apply to assistance to improve border controls to prevent the illegal exportation of minerals out of the DRC by such groups, to protect humanitarian relief efforts, or to support the training and deployment of members of the Rwandan or Ugandan militaries in international peacekeeping operations or to conduct operations against the Lord’s Resistance Army.
I am also told that they are looking into more budget line support of our tax money going to the Rwandan military.
The US provide millions of dollars to the Rwandan government through military aid. Right now it is a battle to convince them that even the peacekeeping operations funds are being used to wage a proxy war in DRC. I am thankful that they did cut some military aid to Rwanda. I hope they stop ALL military aid to Rwanda as this support is being used to fund a proxy war in DRC.
